The Philippines DFA ePassport photo size is 35mm x 45mm (3.5cm x 4.5cm, approximately 1.38 x 1.77 inches). The background must be plain white — not the royal blue or light blue that older guidelines and some studios still use. The current ePassport system is fully ICAO-compliant and uses the same white background standard as most countries worldwide.
For DFA appointments in the Philippines: you do NOT need to bring printed photos. For ePassport applications at DFA offices, satellite passport processing centres and DFA malls, your photo is captured digitally on-site by DFA data encoders during your biometric enrollment. Do not waste money printing passport photos for a domestic DFA appointment.
The blue background confusion. Older DFA machine-readable passport (MRP) guidelines specified a royal blue or "cerulean blue" background. This applied to earlier passport formats. The current DFA ePassport requires a plain white background. If your studio says "blue for Philippine passport" they are using outdated information. The DFA has some of the strictest clothing requirements of any country's passport photo guidelines. These rules apply both for on-site capture at DFA offices and for any printed photos submitted for consulate applications. Non-compliant clothing at a DFA appointment may result in being asked to change before the photo is taken.
Recommended clothing
Wear a collared shirt — polo shirt, button-down, blouse or dress shirt in a dark or coloured fabric. The collar creates a clear defined neckline and ensures the photo passes DFA's biometric capture quality check. Darker clothing (navy, black, dark grey, deep tones) contrasts well with the white background and produces a cleaner biometric image.

Overseas Filipino Workers (OFWs) and other Filipinos living abroad have different photo requirements depending on which document they are processing. Philippine embassies and consulates abroad have their own specific requirements and some post-to-post variations exist.
Consulate passport renewal abroad
For Philippine ePassport renewal at embassies and consulates outside the Philippines, 2 identical printed photos are required (35mm x 45mm, white background). The minimum digital resolution for consular online portal uploads is 480x640 pixels. Unlike domestic DFA offices, consulates cannot take photos on-site and depend on photos provided by the applicant.
RA 9225 dual citizenship reacquisition
Filipinos who have become naturalised citizens of another country and wish to reacquire Philippine citizenship under Republic Act 9225 need to submit printed photos to their nearest Philippine consulate. The photo requirements are the same 35x45mm white background standard. Once reacquisition is approved and a Philippine passport is issued, subsequent renewals follow normal ePassport procedures.

Taking photos for consulate submissions
For consulate passport renewal abroad, follow the same clothing rules as domestic applications. Use natural window light for even illumination without shadows. Stand against a plain white wall or hang a white sheet. Keep at least 60cm between your back and the wall to prevent shadow. Camera at eye level, approximately 50cm from your face. Your face must fill 70–80% of the 45mm height — if your face is smaller than 32mm in the final 35x45mm photo, retake from closer.
Children and infants
Children follow all the same specifications including the white background, no glasses, and neutral expression.
